Powered bikes, mopeds or scooters-----?

My navigator and I have been discussing the pros and cons of having a couple of small powered bikes to take along on carriers on the back of our Montana for campground and close in exploration.

Anyone got some experience to share that will keep us on the right track for expense, durability, gas or electric, Restrictions etc? A couple mountain bikes are the other alternative we are considering.
