If you have a volt/ohm meter, unplug from power, lift one wire from one side of the element, set your meter for low ohm setting (100 ohms?), and put your two meter leads on the two heating element screws. You should measure something in the range of 10 ohms if it is good. If it measures infinite ohms it is burned open. If it measures zero ohms it is shorted out. That would trip the breaker.
If the element is good or burned open you have something else causing it to trip.
