Further to the furnace air/filter discussion; I have found that on cold days when the furnace is not running a steady draft of cold air flows through the stair vents into the living area from the under stair area. I have installed sliding panels to close off the vents when the furnace is not being used. For example at nights we often shut the furnace off and rely on our electric blanket and don't really want a flow of cold air flowing into the unit.
