Exterior Stairs Issue

I was curious if anyone had experience with Mountaineer and securing the exterior stairs. Where our stairs connect is what I would call "soft". They have so much give you can see the floor in the camper sinks as pressure is put on the bottom step.

I took a look and it appears that stair brakets are weilded to the fiv'er frame in the back and are intentionally bent (for stregth?). They are then bolted into the floor need the door. I'm unable to tighten the nuts as the bolts spin under the floor in the unit.

Has anyone had this issue? Any suggestions other than stair jack?
