Rest Area at Boron, California
For those of you that use Highway 58 to avoid the Los Angles area. The Rest Area near Boron, California that they have been rebuilding for years has been completed. It is also one of the few open Rest Areas in California when we went by on Monday.

I think the gas tax goes into the general fund and then is directed to some of the people services agencies.

The gas tax goes into a "Special Fund" dedicated to that purpose. It does not go into the General Fund. The Legislature and the Governor have attempted to divert the Highways Special Fund monies in the past and eventually the courts rule against it. Of course it is long after the budget makes the headlines, so there is little to no press mention of the reversal.
Unlike Arizona (which has closed over 50% of the rest stops to save money), most of the closed CA stops are because the rest stop is being re-built.
Oh by the way, most "people services agencies" are Federally funded and the feds audit the use (or attempted diversion) very closely.
