Well I found this on the internet and nothing was said about removing the bumper.
That was my point. After it arrived and I read the installation instructions is when the realization came. I thought it was a bit tacky to not mention these details earlier. The hitch I ordered was a Hidden Hitch. The one in the link you provided is a Draw-Tite. They look identical (and the same company owns them).

And sure enough it you page down far enough on the provided link, you find the listing for 99-07 Ford 250/350 Super Duty says:

Draw-Tite Front Mount Receiver Hitch Fits:
Ford F-250 & F-350 Super Duty
Important Notes:
AA: Requires temporary removal of bumper during installation
KI: Optional OEM Fog Lights must be removed for receiver installation.

At least this site gives you a hint of what is to come. The one I ordered from didn't. Too late now for me, I went with a different approach.

We put 20,000 miles on a Montana with two adult mountain bikes on a ladder bike rack and never had even a loose screw. But hearing these stories would make me wary of doing that again. We gave the bikes to our kids after we found that in the first year of fulltiming we used the bikes only twice. And they were a pain when I needed to climb onto the roof. So they were history.
