New regulations for sewer outlets?

I was talking to a rv park owner yesterday. He said there is a new (government?) regulation that all new rvs, trailers, etc must have the sewer outlet at the rear of the unit.
I have noticed that some parks have the ground inlet at the back, but seems like most are in the middle like the Montanas currently have. However, the fairgrounds at Goshen are at the back. So eventually things will work out (in maybe 20 years!!)
