So you put the wax on and it will not buff off?

Yes fiberglass will oxidize without any maintainence. Its actually the gel coat that does the oxidation as the actual fiberglass is underneath. Ive had swirls appear before when trying to wax off heavy oxidation, or tyring to wax a dirty surface, or waxing in direct sunlight.

I would try to put a few more coats of wax on a small test area and see if that helps. It could be that the surface just needs a little more wax to fill in the swirls?

Remember a little dab will do ya. Putting it on too thick has always been counter productive for me as well.
