it is operating on 120v the relief valve has not open

why do you think it is on all the time? If it was running it would go into an overtemp and either shut down on safety or relieve the pressure thru the pop off. Is the water hot? If not and it is trying to reach temp it could also be the element coated where it can't reach temp.

I would think the thermostat is bad, it is probably cycling on the high limit, so the T&P isn't releasing.
Go to Lowe's and get a new thermostat. (Or any plumbing supply house..or an RV dealership) I would change the heating element and flush out the system at that time.

That's what I'm guessing too. If the water heater has never been routinely cleaned out, there could be so much crud in there that sucks away the heat that it needs to keep running to attempt to get the water to its recommended temp.
I clean out my WH after every trip and I'm surprised how much in deposits come out each time. And sometimes we are only out for three days! My water heater cycles on and off quite rarely. Especially with the electric, too, it does not run much. We've rarely camped in cold or severe weather and I suppose this might affect it somewhat.
