Low Water Flow into Toilet

Has anyone experienced low water flowing into the toilet when flushing? We have great water pressure in the kitchen sink, shower, bathroom sink but very little water flowing into the toilet. If we stand there with our foot on the pedal letting water in it eventually fills up but it takes a long time. Any suggestions.
