Broken Propane Tank Valve

One of my 30 lb propane tanks (3/4 full) has a broken valve. The handle (made of pot metal) literally broke and will not engage the valve on the tank. Luckily it is in the closed position. I got the broken handle off and put a 8" crescent wrench on the valve and it will not turn either way!

I called several propane companies (AmeriGas and Suburban) and they do not repair them. I asked about an exchange and likewise cannot find anyone.

I know I can buy a new tank at Lowes or Home Depot but then I am stuck with a nearly full tank that is unusable. How and where do I dispose of it?

This can't be the first it has ever happened. Similar stories..... And what did you do?
