I have been over it recently but can't remember for sure. I am almost positive it has lights but not even every mile. Also, I don't think it has a lot of traffic and am 100% POSITIVE it would be better than driving thru town on I-10. Am sure the western part of the road is sort of a limited access highway too.
My daughter lived in northern El Paso and we would take the Anthony exit (State highway 404) east from I-10 to another highway (213) then on in to Texas and on to 54 which is a freeway. You could jump on the 375 there and miss downtown El Paso.
By the way, the signs on I-10 are kind of crazy and hard to navigate. i.e. about 5 lanes of traffic with an exit and several signs across the top. The next exit sign is on the left, BUT the actual exit is only about 1/4 mile and on the right!!!
