Spare Tire Holder/Storage

Had to remove the spare the other week and it came down no problem but now when I want to replace the spare, the holding device/cable doesn't want to come down when I attempt to crank it down. Of course there's no weight on the cable. Is there a trick to this or should I get under the rig and pull on the cable while having someone else crank it down? I don't want to bugger the mechanism.
