Air Conditioning Question

How much cooling should a 15,000 BTU unit be able to handle? Here in Fla, the temps have been 70-93 or 94 every day. Our 3655 is parked in the morning sun, but with partial shade in the late PM shade. Thermostat is set at 78, Auto and Hi. A/C runs continuously, all day. Never quite makes the cool down to 78 degrees. Later on in the evening, it does finally make it, and then starts to cycle in a reasonable manner. There is plenty of A/C through the various vents, water drains OK, and it produces cool air, but not as cold as I would expect. Shouldn't it be able to cool to more than 14 degrees below ambient (outside temp)?

Opinions/experiences welcomed. We are thinking of going for a second A/C unit installation.
