It may actually be the pigtail itself. The excess flow valve in the plastic nut assembly may be stuck closed. If you turn off that tank, remove the pigtail, and tap it solidly, you may get lucky and get it free. After connecting it back to the tank, open the valve very slowly so, if the excess flow valve did open, you don’t cause it to close again. If the pigtails on your rig are original, it may be a good idea to just replace both of them, as the hoses can start deteriorating with age. Ours got very hard and wouldn’t flex anymore, so I have replaced them with new ones.
