Dexter self-adjusting electric brakes

I have a 2015 3610rl with Dexter electric brakes. I have noticed that the trailer braking power has diminished over the 4 yrs of travel I have put on it. I decided to inspect the brakes and repack the wheel bearings this winter before I hit the road this spring. The bearings were fine, and the brakes were not worn badly, but I noticed that the brake self adjusters were not working at all. There is a cable/lever system that advances the star wheel on the adjuster as the brake shoes wear. At least, that's how it's supposed to work. The star wheel has a ratchet like shape where the lever can move over the star in one direction, but not the other. My star wheels move so freely that they just go back and forth with the lever and never advance. Has anyone else seen this problem and resolved it?
I spoke with 4 people at Dexter today and although they were very nice, they were no help!
