Unless you have a remote that also controls led lighting, then you have to troubleshoot the thing to see if the switch is shorted out and causing power to always be present. You could pull the switch out and measure both contacts as you move the switch to both positions. They can't operate without power, so either the switch is shorted or keystone put that function under control of a remote or under control of a computer system installed on the wall of the passthrough. It helps to relate what your model and year is and if you have the rv controlled by one of these systems.
