It sounds like the hour meter is not properly connected to the generator. Was the generator factory installed or was it added afterwards? A quick check would be to put a voltmeter on the hour meter terminals (+ and - on the back of the meter) and see if there is 12v present when the generator is not running?? If there is 12v present, then it is either wired wrong to the generator, you may have a loose wire at either the genset or the meter, or the meter is bad. The next thing is to know whether you have the installation sheet for the hour meter to see if the connections were properly made.
