I have a 2006 3400 and that is where I placed the ems unit. You are correct, it is very tight. The problem is the 6 or 8 gauge wire. I found the incoming wire under the steps but there was not enough slack to cut the wire and place the unit under the step. I thought it would be impossible to pull another wire up through the wall to the area behind the fuse panel, so placing the ems behind the fuse panel was my last option.
I purchased some wire and installed the pig tail onto the ems on my work bench and then placed the ems in the area behind the fuse panel. There should be enough slack to turn the fuse panel out and to the right to allow a little room to make the connections on the fuse panel and on the ems. While you are in there, check and tighten all fuse panel connections for safety sake.
You might check the area in the left rear corner in the sewer hose storage. Maybe you can locate the wire in that corner and place the ems in the sewer storage area. It will need to be protected from the environment but maybe an option.
