Lower Skirt Metal after Blowout

I recently had a blow out and yes it caused damage to the lower metal skirt and fender skirt.
My question: Is this a hard do it yourself project. I understand the metal has the breaks in it but needs to be cut for the dual wheels.
Any ideas would be great.
I am ordering some new Saliun tires after my new wheel shows up.
