Any time you have two circuits wired in parallel with a common node at each end, and you apply a voltage to those circuits, a portion of the current (amps) will flow thru one circuit and a portion thru the other circuit. And if the resistance of each circuit is exactly the same, then exactly half the current will flow thru one and half the current thru the other. And you would expect two identical breakers to be very nearly exactly the same resistance.
So with balanced breakers, if you were pulling 80 amps thru the complete circuit, then 40 amps would be passing thru each breaker.
