Could it be coming from the pressure relief valve? Also, I found out the hard way to make sure that you turn off the water supply prior to removing the anode. Fortunately, I had the hot water turned off and just got a cold water bath. Need to be more careful.

If the rear of the water heater is easily accessible, wouldn't it work to set the bypass so no water feeds to the heater? Ours is easily accessible but some require removing screws to get at it so turning off the water would be easier.

Tomorrow I plan to go buy an anode rod and drain/flush/refill ours, if the weather cooperates.

Just a note. Bought the anode rod/plug from our selling dealer. He told me to reuse the one I have unless I can see the steel center of the rod. Ours had lots of crud on it but lots of life left so I reused it. It's been six months since I last checked so I'm pleased it's doing the job but has lots of life left.
