What is this for under the dinette table

I'm still trying to figure out what the bar with the strut under the table is for (see photo). I use the straps to hold the chairs in for traveling but wondering if this bar is to also help hold the chairs in place. Additionally, is anyone else's table as unlevel or running downhill as ours is (see pics)? It gets worse as you pull the table out to extend the space. Is this something i bring up with the dealer or is it supposed to be this way?

It holds the dining chairs in place while traveling. Fold it up and let it down on the two chairs. The straps are also recommended.

What topjustice said ... but we don't use additional straps and have not had a problem. Our table also slopes down slightly but only if you have it fully extended. It hasn't been an issue for us.

We use the spring loaded bar and no straps and haven't had any problems. Our table sets pretty much level. I haven't put a level on it but drinks look level. Yours seems to slope quite a bit. I would expect the dealer to correct this issue. My knees do appreciate the cantilevered table though.

We don't use this bar or straps and our chairs always stay put. Never a problem in 11 years and almost 8 of them full time.
