This can happen if they are damaged and tweaked enough that they won't come down, or if they are electric they have "locked" in place.
Did you actually test them on the PDI? During our PDI the guy would just try and explain how something would work, then I would say, "I'm from Missouri, you need to show me, too". Doing this a few times and the PDI tech got the message I wanted to see how all this stuff worked too. The PDI took a little longer but everything worked when I left the dealer.
I can't say everything kept working afterwards but at least I can say things were "broken". The list of things that broke afterwards is enough for another topic (that I've posted before, but too long ago to bother once again). Everyone's list can vary.
It's nice they're sending out a tech! Let us know what they find (and fix).
