sewer cap on roof

Having a problem I have not seen on here before. The sewer cap on the pipe above the bathroom keeps blowing off. I put it back on and it seems to snap in place but then at no certain interval will blow off. Any ideas, what if I dont put it back on? Has not blown off going down the road, just when sitting still.
