water lines under the lavatory

I have a question to try to understand the water system in my 3255 RL. There is a loop water line to the right of the regular hot and cold water lines. There is what appears to be a pressure relief valve at the apex of this loop. What are these lines and what are their purpose? Also I have been unable to drain these lines. Any ideas on these subjects? Thanks
