State by State Towing Laws
I find this useful and interesting. Note the number of state that allow passengers in towed RV - I won't put dog in 5er while towing. Also Colorado has 13 foot height limit and broke that one quite a few times.

Here is another from Towing World.
Hard to believe they restrict RVs to 13'. Don't think any high profile 5ers are going to be under that. Been thru Colorado every year for the last 8 years towing the Monte and never been stopped. And have seen many many more larger than mine and can't recall ever seeing any RV of any kind pulled over by local LEOs.
And I would not let human or animal ride in ours either.

Right from Woodalls link above: INDIANA: Maximum RV width 102 in.; maximum motorhome length 45 ft.; maximum trailer length 40 ft. How are they getting the trailers over 40 feet out of Indiana?

They use the same technique for length as they use for pin weight.

Most of these laws like weight limits in Virginia aren't enforced. In my west end of the state the police could care less just DON'T speed.

It's also the one about having to get annual safety inspections on trailers with brakes. Only time you'll get dinged is if you have an accident.

Except beginning last year, Texas tied renewing annual registration to having a current valid inspection. No inspection, no registration renewal. First time in 7 years I had the Monte inspected.

Virginia actually does enforce the state inspection laws. I got stopped on I 66 just because the Trooper could not see the inspection sticker. Once he saw it was valid just not in the correct location he let me go.

I think Va is enforcing inspection laws more than in the past. I've never had a camper inspected. If I get a ticket it's not a hanging offense. You just pay a fine no big deal. I'm only about an hour from the state line and after that I'm home free.

I have never been pulled over towing any of my fifth-wheels in any of the states I have traveled through. I will say one thing and that is California will pull you over if you are towing and doing over 55 MPH. Let's just say years ago they would. Fifth-wheel towing equaled 55 MPH and 40 ' motor home equaled 65-70 MPH. I have heard of some people getting tickets pulling golf cart trailers when they passed big rigs in Washington but I have never been pulled over here even if I use the fast lane to pass somebody. Years ago Canada used to be pretty sticky, anyway BC was.
A lot of my jet boat friends have boats that are 108" plus wide and have never had any problems in Washington or Idaho.
