AIR POCKET IN WATER HEATER ???

I just raised this issue in another thread (about the anodes in the water heater)...
I have never heard of trying to have an air pocket in a hot water heater...which is what my Owner's Manual tells me to do! In fact, one studiously avoids such a thing in "normal" hot water heaters both to avoid risk of melting a "high and dry" heater element, and because the usual system purposely draws off the top (where an air pocket would reside) to get only the hottest water, to avoid getting nothing but air in the lines and blowing out the faucet, etc.

The only place, and purpose, I know of for keeping an air pocket (and it's accomplished by the method you advise) is to help maintaing an even pressure and minimize the on/off cycling of a pump, is in a well system storage tank. What's the deal, here??
