I have the same issue with my 2011. I also just bought a shutoff valve to install at the outlet. I wonder if this is a problem prevalent to the use of the cable operated valves. If it is, it would be nice if Keystone went ahead and added it at the factory.

Cable operated valves are not the problem. Black tank valves get partially clogged up with use. They quickly get sticky and fail to close 100%. I have found this to be true with handles, push rods, and cable operated valves. You can correct it by replacing the black tank valve, but you'll be doing it several times per year. Installing the extra shutoff at the cap is the best solution, and should come installed by the factory as some have mentioned.

I can appreciate what you are saying about the sticking valves. In my case I've only had the trailer for four months and had a problem with it dribbling (sp?) since the very beginning.
