Fifth Wheel Toilets

We recently got our first fifth wheel last week. After bringing it home I noticed how the toilets are different; where it seems to operate much like a standard toilet which will flush and it has a water storage tank on it as well!
I did notice that this seemed may be normal. I saw it in a pamphlet somewhere.
It looks to me like it would be a waste of space in the storage tank! Maybe I just need to be educated on how this is set up.
