John, I always changed my fuel filters on my three PSDS as per the maintenance schedule. I do my own servicing and keep my reciepts.
I did this for piece of mind but I also did it to keep my warranty coverage. I always do my own servicing and I have been told by Ford reps that is fine as long as I keep records showing filter and fluid changes are being done. I also used to drain my fuel fiters into a clean glass jar and I have never seen a drop of water or ever had my "water in fuel" lights come on but I have always bought diesel from commercial card locks and the fuel is fresh and the tanks are good.
I have known a few people that bought diesel from small, low volume places and they have had problems with water in the fuel.

I usually saw a little bit of water when I drained mine. But not very much. I change mine per the maintenance schedule, at 15k miles. I used to do it myself but many rv parks don't allow working on trucks so I usually have it done.

I learned to change my own fuel filter (5 minute job) after the quick oil change shop wanted $70.00 to change it. That's just the fuel filter not including the oil and filter. I haven't been back. Just remember when the fuel filter is out to pull that lever at the bottom of the filter housing and drain all the water and goo out. Replace filter, O ring and cover and turn key on for 45-60 seconds and it will refill the filter housing.

It is possible to develop a fuel leak on the 7.3 if the filter and o rings are not changed as scheduled, 15000 miles. This past week I could smell diesel fuel and upon checking it was leaking from the top of the fuel filter. This fuel filter had been in the truck about 12000 miles.
After replacing the filter with the new o ring and cap no more leak.

For those with the Ford 6.0L, don't forget you have two fuel filters to change. One on the frame below the drivers door and one on top of the engine. Both are to be changed at 15k. Be careful with changing the one on the frame. First time I did that I had my arm on an angle that diesel ran down my arm and onto my shirt. It was hard enough to get the smell off me but the shirt was ruined. After that I changed angle of attack.

Also, HughM's advice about letting the filter fill with fuel before starting the engine is sound advice. If I recall, the manual for the 6.0 says to turn the key to Run (don't start it) for 30 seconds and then repeat that for a total of three times. If you don't get fuel in the filter it will starve the fuel pump and that can trash the pump.
