Red propane regulator

We have a 2007 Montana and were getting a hissing noise coming from either the red propane regulator or the pigtail on the passenger side, took it to a RV repair shop, and they recertified the propane system, they changed the pigtail and removed the red regulator all together, I questioned why it was put in by the OEM, he said that it was not required, the little I can find out about it suggests it is a high pressure regulator, does anyone know what the function of the passenger side red regulator is and whether I should have one installed.
