Winter Camping Question

I went to Home Depot last night to pick-up heat tape for the water hose and on the package it said not to use it with a hose, only metal or plastic pipe.
What is used to keep the hose from freezing except to let the water run at a trickle 24/7, that my not help in severe cold weather? The "Frost King" heat tape directions also stated that the tape should not be wrapped around the pipe or come in contact with the ground. It came in 6, 12, & 18' lengths. It is supposed to keep the water flowing down to -40 degrees and is set to come on at 38 degrees.
