Silverado brake controller

I have a 2008 2500HD with factory brake controller. Lately it doesn't seem to have much brakes from the trailer. With trailer connected and jacking one wheel at a time off ground you can still turn wheel with brake pedal depressed. If you squeeze the controller lever the wheel will lock up. When you depress the brake the DIC displays the gain is increasing but wheels will still turn.

Maybe this is normal but I would think you would have some brake. I know the controller works on inertia but is this normal?
