rubber strip screw cover?

On the sides between the fiberglass or whatever it is and the metal bottom strip over the wheels there is a strip with screws in it with a black rubber cover. I removed mine to tighten and replace some of the screws, not a big deal.
But now when I go to put the rubber cover back on the strip it seems to have shrunk by about two inches???? Tried stretching it, laying it in the sun and stretching, seems like no way it ever fit in the first place. I cant seem to think it would have been stretched that tight or the chalking would have never held in the first place.
Any suggestions on the fix?
