Toll Rates for Travel Trailers

I have just gotten back into pulling a travel trailer and was shocked at a bridge toll on the Commadore Barry (southern NJ). The car toll was $3.00 and with my dually and 36-foot fifth wheel they charged me $13.50. Is this normal? Don't they have a "per axle charge" any more? I would appreciate any information. Thanks!
