There should be many choices for her but we've only stayed (briefly) at a couple of them. One is Topsail State Park at Destin, FL. Another is in Panama City but I can't recall the name. Good luck.

Wow, Gulf Coast is really really big. Care to narrow down the part of Florida she will be visiting?

We went to TopSail last year and loved it! It is one of the best campgrounds around that area that we could find. Nice large sites and the cg is well maintained. You would think it is private verses state. I do not think you can go wrong. Ocean is at the end of the campground and they have shuttle back and forth on the hour. Lots of biking around not to mention fresh seafood. I do not think there is a bad site there.

That campground near Panama City is St. Andrews State Park. We have been staying there for many years. It is one of the best. The beach there on the Gulf is part of the 100 mile long Emerald Beach--snow white sand and crystal clear gulf waters.
Another good possibility is Ft. Pickens Campground in the Gulf Islands National Seashore near Pensacola. Especially with a Golden Age Passport the cost is very reasonable: only 10$ per night.
Over in Alabama there is the Gulf Shores State Park. I'm sure there are others, but we have personal and extensive experience with these.

I work as a volunteer at TopSail Hill Preserve and I can tell you that if you want a site you will need to book through Reserve America as far out as possible I recommend 10 to 11 months out. This place stays booked. There are other possibilites about the beach - while Topsail has 3 miles of pristine beach just down the road on 30A is a public beach access park where you park right on the beach.
St Andrews SP is another great park but it is not full hookups.
