I am with Ozz. Don't know exactly how the drain comes out of the tank. But unless the tank is always sitting with the drain at the lowest point, there will always be a little water left in it. That would mean the tank had to be installed with the drain slightly low and you would have to be parked level or slightly low on the drain side. It would not have to be off much to leave a gallon or more in the tank after draining. And that would look like a lot coming out going around a corner.
And that cap is supposed to be on when traveling!
