2000 Montana 3280rl water heater

Just got this rv and I can't seem to be able to turn on water heater. The manual does not seem to be the one installed. Diagram looks different.. any help would be greatly appreciated

For A/C there may be a very small off/on switch near the drain plug also make sure the batteries are charged and propane valve near the bottom of WH is on to ignite propane

Is it gas only? Or gas and electric? Post a picture of it here or try to find a model number of it on the water heater and post that. Either or both would help.
