Electric hot water wont work

New to this not sure how to start new thread. Measured volt across from black wire before switch in heater compartment to white wire hooked to body of heater. With power off measured for continuity between body of heater an white wire also from white wire to grond side of plug in on trailer. Then with power on measured to highside of switch in comp. no votage present. Do you have to remove the heater to get to relay an where do you get a replacement. It is a suburban wh.

Some floorplans have access to the backside of the WH. Others like mine the WH would have to be removed to get to the backside. Fortunately I have never had a problem with mine. Here is a link to a good exploded diagram and parts list.
