Go out side and pull the access panel. On the left side about two to four inches up there should be a black rocker switch. Original installed ones even have a hole for a safety pin to keep it from being accidentally turned on. Turn it on and you should have electric heat.

If that does not work then we (I and others) can give you some troubleshooting steps. PS make sure your circuit breaker for the water heater is on also. (voice of experience).

The outside switch on the water heater is what puts it on electric. The inside switch places the heater on propane. the outside switch is accessed by removing the metal panel from over the heater assembly, there is a black toggle switch on the lower left side of the heater. It is very important that there is water in the heater itself before energizing the electric element.

I open the pressure relief valve at the top of the water heater to make sure I have water in the tank. But I have had senior moments and fired the thing up accidently with water out and poof next thing you know I am giving money to Lowes for a new element.
