Water pump priming

When I am on the road I usually carry about 1/3 tank of water for pit stops. Sometimes, even tho the light says the tank isn't empty, I have trouble getting water to pump. It may run for a full minute and finally start putting out water, or it may never. (I don't usually let it run more than a minute tho)
It does seem to be a tank level tho, as if I am on any slope it won't work most of the time. If I am level it works sometimes. And if I add water to 2/3 full it always works.
Is the gauge just way off and any slope is too much or what?

Sounds like a problem with the take up tube being in the wrong place, although this problem is usually a loose fitting on the pump. First thing to do is make sure the pumps connections are tight and not letting a small amount of air in.

Make certain you have a faucet open when you are attempting to prime.
