Protruding rubber

Hi everyone, i have a piece of rubber protruding from the end of my slide topper roller. It is approx 3/16 diameter. What is the purpose of this rubber, would it be okay to cut it flush with the end cap of the roller. Did anyone ever have this problem. Thanks
