Water Heater works Gas only

3950 BR 2017 Trouble shot as much as I could
Element on electrical side checks good 10.4 ohms
No 115 at element with breaker on switches in camper on and 1 next to gas element on heater
Checked or voltage AC at high limit on left side 0 volts.
checked most of fuses for 12 volt system in breaker panel in camper, pulled and metered.
Im at a loss as to where the 12 volt relay is for the the switch on main panel for electric water heater. Switch lights up when on.
Anyone have a location for the relay?

Lots of people report the cheap 120v on/off switch bottom left corner of water heater goes bad. Easy to pull out and check. Never had to get to the relay but many have reported it isn't always easy. Believe mine is on the back towards the top of the tank.

Since your element checked good, the following are more possibilities reported in the past;
Bad thermostat/hi temp cutout (try pressing the reset button under the rubber cap)
Bad little black switch on the water heater (common problem)
Loose wire or bad wire connection
Burned wire connection in junction box on back of water heater (multiple reports)
Bad 12vdc/120vac interposing relay backside of water heater
Loose neutral wire in junction box.
