Brakes grab at slow speed

I hope one of these days I'll quit having questions and can contribute to problem solving. I've had my new 5th wheel 3 days now. It tows wonderfully and brakes nicely, however when braking/decelerating through 20 mph w/the 5th wheel, the brakes grab as though the discs are out of round. Is it possible that while in transit from the factory the brakes were overheated... would that cause this symptom? Does anyone have any ideas about the cause or solution? Thanks again.
