On our 2005 Magic Chef stove,
1. The sparker is in the center with flash tubes connecting the three burners. If one works, then the igniter must be OK. Most likely problem is some obstruction in the flash tubes. Spider webs are a common cause of this. Lift the top and try to poke them out with a coat hanger wire or something like that.
2. Our back burners have a 1/4 turn between OFF and HIGH LITE. Once lit, you turn the knob back to get the flame size you need, (about 2/3 of pan bottom). It does seem that most of the regulation happens in about the last 1/8 of a turn, but it is quite controlable on ours if you turn the knob slowly while watching the flame.
Hope this helps.
