The box in this photo on top of the WH is not a junction box for 120 volts AC. This box is the control board cover and it controls LP functions only. The 120 volt AC junction box cannot be seen in this photo.
I would like to point out here that the picture I posted was not one where I went out and tore open my basement to get a picture of the Junction Boxes on the Suburban heater, this was a picture I had taken with respect to something unrelated to the water heater.
I would also like to point out that my reference to the fact that the 120V power and it's connection to the heater via a junction box was correct as was the probability of it being the culprit of the OP's problem.

WeBeFulltime your message is the same as mine whether that is the 120V junction box or the 12V junction box is irrelevant the message is the same in both of your subsequent posts to mine.

Here is a link to the Suburban installation and operating manual for several models of units.
In the schematics for 12V note the broken lines indicate user installed wiring and the solid show the factory installed wiring. If you read the text you will understand the 120V schematic shows the wiring as installed from the factory from the factory installed 120V junction box. It also gives a list of parts and there is no solonoid of any kind.

I apologize for not taking the time to go and get a proper picture but hoped the OP would get the "picture" as to what he was looking for.

Rondo I am enclosing a picture of the top of my Suburban water heater, mine is a 12gal but suspect the wiring will be the same or similar.

The junction box as you can see in my picture is located on the top of the heater, you can see it and the related wires going into it on the right side of the picture below the black hose.

You are correct that we are both on the right track to the solution but the wiring in question is not in that box in your picture as you state. There is nothing in that box but the 12v LP control board. Rondo will likely have to remove his WH from the outside to access the junction box for the 120 volt wiring.
