2015 Quartzsite Rally - HAM radio

I know there will be a few HAM Radio operators in Q but was curious to know if anyone attending is a Volunteer Examiner. I am studying using the ARRL Technician and General licensing manuals and wondered if the exam(s) can be given out there? I also understand that there is big Quartzfest 2015 for HAM radio from 1/18 to 1/24, do they do exams there?
