A circuit breaker will turn the water heater on or off, but that is not the intended purpose of a breaker. The purpose of circuit breakers are to protect lines from being overloaded which could possibly lead to a fire. Using a breaker as a switch will cause excessive wear and will lead to failure of the breaker. The breakers in Montanas are not the the best quality to begin with. This is only my opion, but I would not want anyone to have a problem or worse a fire.

Actually thats what I learned in my electrical days as well. Also, we replaced any breaker that thermally tripped.
