Loose sheet metal under overhang

I have discovered the sheet metal under the overhang around the hitch pin is loose. The metal is held in place by a series of screws. Several screws don't seem to be attached to anything above the metal. Does anyone know what is above the sheet metal that the scews are supposed to penetrate? Anyone else find this problem? This is on a 2002 Montana 2955.

I had the same problem on my 2002 2955. After taking down the panel I discovered that there were small strips of wood simply stapled to the plywood flooring aboove. The staples had pulled loose so there was no support for the overhang cover. I applied glue and screwed the strips of wood into the floor underlayment and reinstalled the panel and all is well. Just so you know, putting back that panel requires more than two hands to keep it from flopping all over the place but it is not that bad of a job.

Bob just used longer screws on our 2001 2955.
